Abia State Governor, Dr. Alex Otti, has officially launched the Abia State Dedicated Internet Access/Wide Area and Managed Network Project, marking a significant step toward digital governance and efficient service delivery. - Acquisition of Digital Tools: Thousands of high-performance devices will be distributed across Ministries, Departments, and Agencies (MDAs) to facilitate seamless operations.
- Fiber Optic Infrastructure: Fiber optic cables will be laid within state-owned public institutions to ensure reliable and high-speed internet connectivity.
- Training and Retraining: Civil servants will undergo comprehensive training to improve their IT skills and adapt to the new digital environment.
Governor Otti emphasized that the project’s goals include faster turnaround times, effective document archiving and tracking, and overall operational efficiency. “The era of operational inefficiency is gone,” he declared, urging civil servants to embrace the changes.
IT Skills as a Prerequisite for Promotions
In a groundbreaking move, Governor Otti announced that proficiency in IT will now be a mandatory requirement for promotions and opportunities within the civil service. “Going forward, certain levels of efficiency with the use of relevant technology shall now be required as a necessary condition for exposure to new opportunities and promotions in the civil service,” he said.
The governor stressed that this policy is not meant to threaten employees but to encourage them to upskill and remain competitive. “You either upskill and grow or become uncompetitive and stagnant. This is not to threaten anyone; this is just to call your attention to the need for you to open yourselves up to the new technology,” he added.

Support from the Head of Service
The State Head of Service, Mr. Benson Ojeikere, echoed the governor’s sentiments, highlighting the transformative potential of the project.
